In borderline cases, the most useful answer is descriptive—“low, woody, spreading perennial”—rather than forcing a perfect label.
Size and environment can mislead you
Cold, drought, shade, poor soil, browsing, and repeated pruning can keep a tree small or make a shrub sparse. Conversely, a shrub in rich soil may exceed the size printed in a generic reference. Genetics sets the range, but environment and management determine where the plant lands inside it.
